The question

Is the case against Pinarayi Vijayan a sound corruption probe or a politically timed use of central agencies?

How we got here

CMRL (Cochin Minerals and Rutile Ltd) is a Kerala mining company in which the state government holds a minority stake. The Enforcement Directorate (ED), the central agency that investigates money laundering under the PMLA (Prevention of Money Laundering Act), alleges that CMRL paid Rs 2.78 crore to Exalogic Solutions, a now-defunct IT firm owned by T. Veena, for services it says were never provided, and that the money was really meant for her father, Pinarayi Vijayan, then Chief Minister. Earlier complaints seeking a vigilance probe were rejected by special courts, the Kerala High Court (March 2025) and the Supreme Court (October 2025), according to Vijayan's petition. After the Congress-led UDF won the 2026 state election, Vijayan became Leader of the Opposition. ED searched premises linked to Veena on 27 May 2026 and later sent a 25-page report to the state police under Section 66(2) of the PMLA, a provision that lets ED pass on evidence of other crimes, such as bribery, to the police. That report set off the court fight described below.

In their own words

Where each side stands

Pinarayi Vijayan and the CPI(M)

Vijayan denies wrongdoing. His Supreme Court petition says there is "absolutely no material" against him, that the only link is a retracted statement and his relationship with his daughter, and that he was never heard before the FIR was ordered. CPI(M) leaders call the case political persecution and allege "match-fixing" between ED and Chief Minister V.D. Satheesan.

Enforcement Directorate

ED alleges CMRL disguised bribes as consultancy payments to Exalogic. It says notes seized from Veena show she handled amounts beyond her known income, and it has asked the police to prosecute Vijayan under the Prevention of Corruption Act. These allegations have not been tested in court.

Kerala's UDF government

Home Minister Ramesh Chennithala said "legal prerequisites, and not politics" shaped the decision to order a preliminary police inquiry. After the High Court set that inquiry aside, he said the order was not a setback because the government had acted according to law and without political vendetta.

BJP and the High Court petitioner's side

The BJP and Congress MLA Mathew Kuzhalnadan welcomed the High Court's refusal to hear Vijayan's appeal. BJP leader Shone George said Vijayan should resign as Leader of the Opposition. The High Court held that ED's material disclosed offences serious enough to require an FIR.

Honest gaps

What we still don't know

  • ?Whether the Supreme Court will stay the FIR or protect Vijayan from arrest when it hears his petition.
  • ?Whether the seized notes and witness statements will hold up as evidence; Vijayan says key statements were retracted.
  • ?Whether Vijayan will appear before ED in Kochi on 23 October.
