The questionCan India redraw Lok Sabha seats by population without shrinking the voice of states that slowed their population growth?
How we got here
Delimitation means redrawing constituencies and deciding how many Lok Sabha seats each state gets, usually by population. Seat shares have been frozen on the basis of the 1971 Census, a freeze that ends after the next Census. Southern states, whose populations grew more slowly, fear that a population-based reshuffle would shift power to larger northern states. In April 2026 the government brought the Constitution (131st Amendment) Bill, which would have enlarged the Lok Sabha using 2011 Census data and brought forward the 33% reservation for women. On 17 April it won 298 votes to 230, short of the two-thirds (352) a constitutional amendment needs, and the linked Delimitation Bill was withdrawn. On 12 August the Tamil Nadu Assembly asked for the Lok Sabha to be frozen permanently at 543 seats. Parliament's Monsoon Session ended on 13 August but was not formally closed (prorogued), which kept alive talk of a quick return of the Bills. A 2023 law reserves one-third of Lok Sabha and assembly seats for women, but it can take effect only after delimitation, which is why the two issues travel together.
Where each side stands
The government says no state will lose seats because every state's tally would rise by about half, and that delimitation fixes constituencies with very large electorates. After the April defeat, Prime Minister Narendra Modi accused the Opposition of killing a reform for women. Government sources said on 16 October that the Centre believes it now has the numbers.
The Hindu · Firstpost · NDTVThey say they back women's reservation within the existing 543 seats but oppose tying it to delimitation, which Congress MP Gaurav Gogoi called a "backdoor" Bill. Congress president Mallikarjun Kharge has asked four times for an all-party meeting and urged the government not to "bulldoze" the amendment.
The Indian Express · The Times of India · The HinduTamil Nadu's Assembly asked for a permanent freeze at 543 seats. Karnataka's D.K. Shivakumar wants the 1971 basis kept for 25 more years. Tamil Nadu Chief Minister Vijay has asked for a legal guarantee that no state's percentage share falls; his party says it still wants a total freeze.
The Hindu · Moneycontrol · OutlookThe DMK, now outside the INDIA bloc, has said it could back a Bill that keeps the 1971-based freeze for 25 years, raises every state's seats by 50%, and lists state-wise seat numbers in the law. It denies holding talks with the BJP.
The Hindu · OutlookNCP (SP) has signalled willingness to talk if a 50% across-the-board increase is guaranteed. BJD, YSRCP and BRS, whose support the BJP has counted on, have raised concerns over the Chief Election Commissioner amid the voter-roll revision row.

What we still don't know
- ?Whether the government will call a special session in late October, and with what draft.
- ?Whether the DMK and smaller parties will supply the votes needed for a two-thirds majority.
- ?Whether a revised Bill will fix each state's seat numbers in the text, as southern parties demand.
